Your best bet is to visit Shady Sam, a somewhat infamous merchant. Selling lockpicks at 6 gold each, he offers up to 30 per day. You’ll find him hanging out just outside the Imperial City walls, near the Elven Gardens District.
Another option is to begin your journey with the Thieves Guild by chatting with Armand Christophe at the Imperial City Waterfront. He’ll sell you lockpicks for 5 gold each—quite a bargain!
